APQC's perspective:

True best-practice organizations know that continuous improvement is a journey, and on that journey there will be challenges. The best-practice partners in APQC’s 2009 benchmarking study, “Evaluating Professional Learning Communities,” faced challenges in implementing PLCs, but they responded effectively to these challenges and view them as areas of opportunity. These schools and districts have taken these opportunities and used these lessons learned to continue their PLC journeys.
